Public Housing Operating Fund Will Be Available in December

We’re pleased to share positive updates from HUD regarding Public Housing Operating Fund and Housing Choice Voucher (HCV) program funding. 

 

Public Housing Operating Fund 
HUD has informed us that they will be able to obligate December Public Housing Operating Fund payments, contrary to earlier reports. PHAs can expect to see these funds available in eLOCCS by December 1.

What PHAs Need to Know About the Shutdown

After unsuccessful negotiations between Congress and President Trump and the Senate’s failure to pass a House-passed continuing resolution, the federal government has shut down. Negotiations to reopen the government are unlikely to occur this week because House Republicans are out of town until October 7, and Congress will be out tomorrow for Yom Kippur.

The federal government has yet to agree and finalize Fiscal Year 2026 spending bills. Government funding expires on October 1, 2025, and the government is likely to shut down on that date if Congress does not pass legislation to extend current funding levels. 

Earlier this week, the Office of Management and Budget (OMB) notified government agencies to prepare for mass firings if the government does shut down. HUD has yet to release its contingency plan to provide public housing authorities guidance to operate in the absence of federal funding.
