On March 28, 2022, the Biden Administration released its fiscal year 2023 (FY23) budget request. The proposal is a substantial increase over previous years, and requests $71.9 billion in discretionary funding for HUD, a $11.6 billion or 9.4 percent increase over the FY22 level.

During a meeting with the HUD Office of Public and Indian Housing (PIH) on February 16, 2022, PIH invited CLPHA to offer feedback regarding reduced Housing Choice Voucher (HCV) program utilization rates and HUD's proposed solutions to increasing those rates.  In the letter, we outline several issues that we believe are preventing HUD from sufficiently addressing reduced HCV utilization. Today, CLPHA, the National Association of Housing and Redevelopment Officials (NAHRO), the Public Housing Authorities Directors Association (PHADA) and the MTW Collaborative released our joint funding recommendations for Office of Public and Indian Housing and Office of Housing programs administered by the U.S. Department of Housing and Urban Development for fiscal year (FY) 2023.
