The Virgin Islands Department of Human Services has announced it has partnered with the Virgin Islands Housing Authority to implement the territory’s first housing assistance program for youth who have left (aged out of) the foster care system and are at risk of becoming homeless. Yesterday, Wednesday May 19, HUD and the Office of Public and Indian Housing (PIH) released the first set of FAQs for the Emergency Housing Voucher (EHV) program. These FAQs follow-up on the original notice released earlier this month.

On Monday, May 17, HUD Secretary Marcia L. Fudge announced the allocation of $5 billion in American Rescue Plan funds for 70,000 emergency housing vouchers (EHVs) for individuals and families who are experiencing homelessness or at risk of homelessness.
Legislation
Housing Opportunities Through Modernization Act of 2016 (HOTMA)
The Housing Opportunities Through Modernization Act of 2016 (HOTMA) received bipartisan support and was passed by Congress on July 14, 2016. The legislation makes significant positive reforms to the Section 8 Project-Based Voucher (PBV) program, including allowing housing authorities to project-based up to 20 percent of its authorized voucher allocation, with up to an additional 10 percent for targeted populations. The bill also allows more supportive services to be provided to homeless families and individuals, families with veterans, and the disabled and elderly. HUD is still in the process of implementing several provisions enacted by HOTMA.
