HUD has published Renewal Funding Inflation Factors (RFIFs) to adjust Fiscal Year (FY) 2023 renewal funding for the Housing Choice Voucher (HCV) Program. The notice apportions the expected percent change in national Per Unit Cost (PUC) for the HCV program, 9.60%, to each PHA based on the change in Fair Market Rents (FMRs) for their operating area.

HUD has extended the comment period for the proposed Affirmatively Furthering Fair Housing (AFFH) rule by two weeks. Comments will now be due on Monday, April 24.

CLPHA along with its industry partners NAHRO, PHADA, and the MTW Collaborative have sent a letter to HUD requesting an extension of the comment window for the Affirmatively Furthering Fair Housing (AFFH) proposed rule. The lengthy 75-page notice touches on matters core to the missions and operations of local housing authorities.
Legislation
Housing Opportunities Through Modernization Act of 2016 (HOTMA)
The Housing Opportunities Through Modernization Act of 2016 (HOTMA) received bipartisan support and was passed by Congress on July 14, 2016. The legislation makes significant positive reforms to the Section 8 Project-Based Voucher (PBV) program, including allowing housing authorities to project-based up to 20 percent of its authorized voucher allocation, with up to an additional 10 percent for targeted populations. The bill also allows more supportive services to be provided to homeless families and individuals, families with veterans, and the disabled and elderly. HUD is still in the process of implementing several provisions enacted by HOTMA.
