Today HUD posted the FY 2023 Choice Neighborhoods Implementation Grants Notice of Funding Opportunity (NOFO) to www.grants.gov. With this publication, HUD is making available approximately $256,000,000 for Implementation Grants of up to $50 million each. Of this amount, HUD will award approximately $10 million as Supplemental Grants to FY17-FY20 CN Implementation Grantees that met certain requirements, as detailed in the NOFO Appendix. Choice Neighborhoods Implementation Grants support the implementation of comprehensive neighborhood revitalization plans that are expected to achieve the following three core goals:
Applications for a new Implementation Grant are due on December 11, 2023. (Applications for a Supplemental Grant are due on March 4, 2024.) HUD has announced the availability of $85 million in planning grants through the new Pathways to Removing Obstacles to Housing (“PRO Housing”) program. The PRO Housing Program will provide planning grants for entities to take steps to remove barriers to affordable housing, such as:
Grantees may use awards to further develop, evaluate, and implement housing policy plans, improve housing strategies, and facilitate affordable housing production and preservation. The program will use the Community Development Block Grant (CDBG) framework and is therefore being administered through HUD’s Office of Community Planning and Development. PHAs will apply for funding through grants.gov; the NOFO will be posted to grants.gov and applications will open in September. An estimated 20 grant awards of between $1 million and $10 million will be made through this $85 million program. The application deadline is October 30, 2023. Details on CLPHA’s Green Funding Clearinghouse
Housing authorities can now apply for funding for projects to deploy solar energy at multifamily properties. The $7 billion Solar for All program is part of EPA’s Greenhouse Gas Reduction Fund (GGRF). Interested applicants must submit a Notice of Intent to Apply by July 30th, and applications are due on September 26. An overview of the GGRF and its Solar for All program can be found on CLPHA’s Green Funding Clearinghouse.
The Solar for All program is best suited for large housing authorities or coalitions of regional applicants. The minimum application size of $25 million must be used to serve at least 10,000 low-income households. PHAs can apply for funds directly or can be a sub-recipient of funds on an application from a coalition.
At least 75% of the grant awards must be grants, loans, subsidies, and other direct financial support to tenants. Solar-related electrical upgrades and energy efficiency investments such as building repairs are eligible for up to 20% of financial assistance. Each recipient must demonstrate a 20% or better reduction in their electricity bills.
